The "First Line" has nothing to do with the cover gag illustration, and did not appear as part of the cover's original printing. It was added to plug the issue's new lead story "Aerial Agent". The line reads as if were composed by Vic Lockman, the writer of "Aerial Agent".

New story.

UNINTENTIONAL GAG?: Flying Daffy is grabbed from the sky by an extending mechanical arm operated by Detective McGhee. As he is pulled to earth, Daffy exclaims: "S.T.D.! S.T.D.!", before being gently caught by McGhee:

McGHEE (puzzled): "S.T.D.?"
DAFFY: "Yeah! Save This Duck... and you did! Thanks, Mac!"

"S.T.D." (then as now) is an acronym for "Sexually Transmitted Disease". Writer Vic Lockman was in no way considered to be a subversive sort, therefore his use of such an unusual acronym is presumed to be his play on "S.O.S." - only applicable to ducks.
