Finding L.E.G.I.O.N. unwelcome on Maltus, Dox relocates Rann to the space where Tamaran used to be to use as his headquarters. Meanwhile, on Kalanor, Starro is saved from execution at the hands of Despero. Starfire, who has returned to the Vega system, decides to join L.E.G.I.O.N. Later, two Green Lanterns encounter L.E.G.I.O.N. forces, leading to a conversation between Dox and Salaak. But when Blackfire hears about L.E.G.I.O.N.'s new home, she directs her fleet to attack. Dox arrives with Thanagarians who help broker an agreement. Elsewhere, Lyrl Dox puts a new plan of his own into motion.

A story note explains that though L.E.G.I.O.N. is now fully reactivated and under the control of Dox, the inner circle is still referred to as R.E.B.E.L.S.

The Okaaran Green Lantern's name is spelled Altin Ad'ms at first, but later Altin Admos.

As Dox delivers Brainiac to the Coluan authorities, Lyrl arrives with his creation Pulsar Stargave, intent on destroying Colu, which frees Brainiac. Realizing the threat Brainiac poses, Vril, Lyrl, and Pulsar Stargrave join forces, but Vril leaves to recruit Lobo first. After Brainiac takes control of Pulsar Stargrave, Lobo tangles with him, as Vril and Lyrl take on Brainiac. When Brainiac downloads the part of Vril's mind where he has locked away the psychological damage he suffered as the son of Brainiac, Brainiac is overcome with emotions and flees, taking Pulsar Stargrave with him.
