Monk and Ham ask the Avenger to don a disguise. The Spirit and Ebony (a woman) hijacked a truck from the Blackhawks, with a coffin. The Blackhawks trash a bar seeking The Spirit. In Hildago, Johnny, recovering, is betrayed and captured by Right Red Hand cultists while Rima keeps watch. In Neolantis (a floating city), two scientists compare atrocities while Colossi argues with Mom. The Blackhawks ambush and torture The Spirit for their "cargo", until Doc Savage busts in. Batman nabs thugs and The Avenger poses as Clark Savage, Sr. The Blackhawks pin Ebony as a hostage.

John Sunlight swims. The graveyard fight is broken up by Dolan's cops, and The Spirit catches an autogyro. Batman trashes a casino, Bruce Wayne chats with Colossi, then steepleclimbs as Batman, only to be shot at and pounded, then nearly decapitated by a Right Red Hand cultist. Doc is in jail until a Blackhawk jet blasts him free. The Blackhawks order Ebony to dig up the missing coffin. The Avenger kills thugs and rescues Batman, who chooses to visit Hildago, where Colossi's robot has Johnny.

In Hildago, the Blackhawks deliver the coffin to Colossi. Doc and The Spirit fly Blackhawk Air to Hildago. Doc bails out to crash a Right Red Hand cult, but is dropped by darts. Bruce Wayne visits Neolatis, the floating city of Colossi. In NYC, Monk, Ham, and The Avenger are ambushed by shooters. The Spirit and Renny seek Johnny and find a knife-wild Rima and her panther hold Johnny's computer disk. Doc Savage will be sacrificed by moonlight on an Aztec temple. The Batman overhears and swoops on glider wings to the rescue. "Doctor Savage, I presume?"

Blackhawk Wu Cheng is KO'd by a robot. Doc and Batman escape Right Red Hand cultists, then infiltrate Neolantis. Renny grabs the computer disk while Spirit and Rima are captured by the Red Hand. In NY, The Avenger dons a disguise and enters John Sunlight's HQ and discovers grisly experiments on homeless men, then he and Monk, Ham, and Tom are captured. Doc fights to the Neolantis center, but Colissi's killers, mutated iguanas, and the robot nail him and the prisoners. The grand scheme: Neolantis will rule the world with a tsunami machine!

In Neolantis, Doc kills the robot, actually a mindless cyborg. In the pit, Johnny, Wu Cheng, and Rima escape and blow up the giant iguana. Colossi is ambushed by Batman. A tsunami has been reversed to bear down on Neolantis. Blackhawks bomb the wave as Doc's crew boards an escape pod. Doc rides outside holding Batman. In NYC, John Sunlight's scheme of irradiated-gold corpses has failed, and he oddly lets Doc's men and The Avenger go. The Golden Tree's Neolantis is drowned. On the beach, Doc calls it a victory, even if they only inspire others to do better.
