Du Bois attribution by David Porta, June 2019, per the Barrier method ("assuming he wrote the stories preceding the earliest entries in his [surviving] account books" Michael Barrier p. 123, FUNNYBOOKS, UCPress, Oakland), used extensively by other archivists elsewhere throughout the GCD. In this case, the earliest entries for this feature (renamed THE FIGHTING YANKS when the USA entered the war) in Du Bois's surviving account books (MSU Libraries, 1985) date from issue #17 to feature's end, #27.
