Snake-Eyes, Kwinn and Venom steal a plane after escaping from Cobra forces in disguise in Sierra Gordo. During the flight, Venom tries to kill Snake-Eyes by dropping him out of the aircraft, but fails, and they crash land in Miami Beach. The police arrest them but Cobra Commander sends a lawyer to free Venom, leaving Snake-Eyes and Kwinn behind bars.

The Joes try and hold off a night attack by Cobra in Washington, D.C., as Venom poisons the Federal Reserve's money by tainting the ink with his toxin, but fails when the Commander stops him unexpectedly. The Baroness is gravely injured when she crashes her H.I.S.S. tank as Bludd is about to assassinate Destro under the Commander's orders while on its turret, leaving Destro distraught, as Hawk is shot by the Commander as Cobra escapes.

The Joes go after Cobra for shooting Hawk. Destro is still distraught after losing the Baroness last issue, who is still alive but badly burned. Kwinn and Snake-Eyes escape from jail. Major Bludd is captured by the Joes and taken to the same hospital where Hawk and the Baroness are. Snake-Eyes, Kwinn, Scar-Face, and Destro head for a showdown in Coney Island.
