A previously indexer credited Bill Everett, but my feeling (looking at the inks of the man in the canoe, in particular) is that editor Stephen Douglas is doing his masterful imitation of Everett's style, as he did on some subsequent, signed, covers.

Having escaped from a glass cage in a foreign freighter's stateroom, Hydroman overpowers one of the guards, contains two others, and forcibly takes Margery from the ship. Arriving on land, Hydroman orders a taxi driver to take them to Bob Blake's apartment, but the cabbie smells a rat and dumps them out at the local Police Precinct.
