Chilly goes to visit his grandfather, who can't see well due to the hair hanging in his eyes. This leads to a series of "Mr. Magoo-ish" gags about Grandpa not being able to identify things properly - complicated by Grandpa's decision to become a rescuer of imperiled ice-mountain climbers.

There it goes! One of those man-made satellites has fallen into the Earth's atmosphere!
Neptune, King of the Sea, gets upset when Chilly and his fellow penguins dump their trash in the ocean. He threatens to have Titus Tidal Wave (a tidal wave anthropomorphized with a pair of eyes, a nose, and a mouth) swamp their village if they don't stop. Can amateur rocket builder Chilly break the polar populace of their littering habits?

King Neptune is depicted by classic-era animator Veve Risto as a bearded man with a trident, wearing a crown, with an anchor tattoo on his mighty right arm, and clad in a turn-of-the-(20th)-century full bathing suit - as he might have been designed for an old theatrical cartoon.
Polar Pirates

Come on, Chilly... try your hand at weightlifting, too!
Embarrassed by the weightlifting penguins at the beach, weakling Chilly goes off to a remote part of the beach where he sees three polar bear pirates burying some plundered treasure. Rather than leave a shivering witness to tell the tale, the trio set sail putting Chilly into forced labor aboard their pirate ship. Can a resourceful, non-weightlifting, li'l penguin baffle the bear pirate bunch and signal the polar police? It's Chilly Willy, you know he'll come up with... something!
