Synopsis:
When Sergeant Spook saves some young kids in a slum area from being hit by a car while they play, Mayor Griggs comes along and chastises the boys for playing in the street. The ghost detective has Jerry, one of the boys, circulate a petition to get a playground built for the kids, then has him present it at a City Council meeting. It's approved (thanks to Spook), but the Mayor orders the contractor to use sub-standard materials, yet charge the city for top-rated materials. When the playground opens, Spook forces the Mayor to reveal the scam.
