This story reads very much like the type Bob Gregory would write for Donald Duck and Daisy. Western is said to have occasionally repurposed “Donald Duck story ideas” for Woody Woodpecker – especially once Woody was established with regular kid companions and a steady girlfriend, just like Donald. This makes the case for Bob Gregory as author of this story.
