Cobra [Cobra Soldiers; Cobra Morays (Hydrofoil pilots); Professor Appel (first full appearance, named)]
Cobra tricks the Joes into attacking an underwater base (masterminded by Prof. Appel, Candy's father, a Crimson Guardsman and scientist), which due to its depth, is attacked by high explosives. The explosives cause an underground quake to begin, the results to be seen later on. Meanwhile, after Candy is questioned about her father's activities (of which she has no knowledge of), she and Buzzer are on their way to a military prison, but they both escape en route.

As a result of the Joes' actions last issue, an island has been raised outside of the three-mile territorial limit of the U.S. The Joes have been ordered to kick off Cobra before they can claim sovereignty over it, but fail due to the Crimson Guard's (disguised as lawyers) actions under the Commander's orders while the battle is happening, which makes the island now part of Cobra, and in turn makes them a sovereign nation.

Dr. Appel is incorrectly identified as Guardsman Jones in the original US issue. The same mistake is not repeated on the Finnish comic.
