For this story's title logo, the character's name is alternatively spelled as "Farmer Alfalfa"
This is a comic book adaptation of the 1944 Terrytoons cartoon "The Cat Came Back", starring Farmer Al Falfa, but with a different and more cynical ending and a hound dog in place of Puddy the Pup. The cartoon was written by John Foster (and most likely adapted by Tom Morrison - as a fellow Terrytoons cartoon writer and the editor of this comic book) and directed by Connie Rasinski, whose story art was a staple of the St. John Terrytoons comic books.
