John Walker reveals his backstory to Val Cooper. A former Vietnam vet, he wanted to become a hero and received his powers (along with Lemar) from the Power Broker. Instead of joining the Unlimited Class Wrestling Federation to repay his debt, Ethan Thurm convinced John to take him on as a manager and, with Thurm's financial backers, mapped out a strategy to become a national hero. The Commission selects the costumed adventurer known as Super-Patriot to be the new Captain America. They require he drop Thurm as his manager and that only one of the Buckies can continue to assist him.

The Falcon tells Steve that he had to return to Harlem. With Vagabond in tow, Sidewinder helps Diamondback and Nomad escape the Commission. Vagabond stays with D-Man in the jail cell. Steve meets up with Nomad but Nomad leaves when he learns Steve is surrendering to the Commission. The Watchdogs have taken hostage Walker's parents. In Georgia, Walker battles the Watchdogs and his parents are gunned down. Walker goes wild and slaughters all the Watchdogs.

John Walker is sanctioned for killing the Watchdogs who gunned down his parents and suspended from his role as Captain America. The head of the Commission, wants him reinstated and thrown back into action immediately. Freedom Force sets a trap for the pro-mutant group calling themselves the Resistants. At a mock trial for Quicksilver (really Mystique), the Resistants attack but their newest member, the former Mentallo, informs them it is a set up. When a battle ensues between the two groups, Cap intervenes and, driven over the edge by the death of his parents, brutally takes down the mutants.
