Bruce returns home from Counter-Earth only to have his shuttle blasted to atoms by Thunderbolt Ross. Ross sends the Hulkbusters out to capture the Hulk but they come home with the Abomination instead. In order to ensure that Betty continues to think the Hulk is dead, Ross makes a deal with Abomination, ensuring him a cure for his gamma irradiated condition and his freedom if he captures the jade giant. Abomination battles the Hulk but, realizing that Ross has deceived him, tells Hulk that Betty has married Glenn and they are honeymooning in Niagara Falls.

Ross is chasing the Hulk through the ice-bound wastes of Canada when they are both captured by the Gremlin. The Gremlin experiments on Hulk, trying to gauge his power levels so he can implement them into his Super-Trooper suits. Trying to control the Hulk through gas, he accidentally causes the Hulk to revert to Bruce Banner. Ross and Banner hatch a plan for Bruce to turn back into the Hulk and escape. Unfortunately, once the Hulk persona returns, he only remembers that he hates Ross and leaves him in the hands of the Russians. Betty learns that the Hulk is alive and her dad has been captured.

Once Hulk realizes that Omen wants to use him as a servant in his bid to claim the ocean floor as his own, Hulk tries to escape. Using the pressure of the deep ocean as a trap, Omen dooms the Hulk to walk the ocean floor under his command forever. Fury makes planes to rescue Ross.

Hulk has been trapped on the ocean floor by Omen but is helped by Omen's traitorous son who wants the Hulk to lead his people back to the surface world. When Omen catches wind of the betrayal, he unleashes Aquon to battle the Hulk and quell the rebellion. The fight damages Omen's submarine badly enough that he has no choice but to rise to the surface and capitulate to Filius' demands. As the Infra-Worlders joyously experience the surface for the first time, they begin to explode in the new lighter pressure. Talbot and company finish their training and head off to rescue Ross from the Russians.

The Harpy is flying off with the Hulk when they are both sucked up into a powerful tornado. They find themselves on a floating city and are confronted by its only inhabitant, the Bi-Beast. In the thin atmosphere, the Hulk transforms into Bruce and the Bi-Beast commands him to repair the city's broken down machinery. Instead, he uses the devices he finds to try and turn the Harpy back into Betty. M.O.D.O.K. arrives, takes down the Bi-Beast and decides to claim the city as his own. The Bi-Beast resists and sets the self-destruct. The Harpy turns back into Betty just as the city explodes.

Betty returns to Hulkbuster Base with the Hulk secretly in tow and Betty has a tearful reconciliation with her father. Their moment of serenity is short lived, however, as Rhino and Abomination show up to take out the jade giant. Jim and Talia, who have driven two thousand miles just to say "Hi" to their friends, find the base locked down and under siege. As Hulk takes care of the villains, Jim defuses a Gamma bomb set off to destroy the base. With the situation well in hand, Armbruster takes advantage of an unguarded moment to trap the Hulk.

Hulk has been captured and put in a holding cell at Hulkbuster base. As he is quickly dismantling the walls of his prison, Armbruster calls on Peter Corbeau who brings a ray to teleport the Hulk to another dimension. Hulk is blasted away but the Hulkbusters find themselves facing the Juggernaut in his place. When they try to use the ray again, the Hulk returns as well and the two powerhouses quickly bust out and get away. Hulk quickly finds he does not like his new ally and the two battle. The X-Men show up to capture Juggernaut but allow the Hulk to escape.

As Bruce begins to recover from his ordeal, Cobalt Man decides to destroy the city of Sydney in an effort to show mankind the danger of nuclear power. Betty tries to coax Bruce into turning into the Hulk to face the villain but he has been doped up in the hospital and she has to push him off of the roof to get him frantic enough to exact the change. Cobalt Man tries to defeat the Hulk by flying him to the upper atmosphere but his ploy takes too long and he explodes.
