This story was produced by Funnies, Inc. [the Jacquet Shop] during the time of Bill Everett's transition of leaving the Sub-Mariner strip. As a result, artists like Carl Pfeufer emulated much of Everett's style (as per Jerry Bails, September 10, 2004).

On the splash page there is a folder with the words “Torpey Stamps Inc.” written on it and the company mentioned in the story is the Torpey Stamp Company. This could imply that the story was written by Frank Torpey, who was a friend of Martin Goodman and had done some comic scripting work previously.
