It is highly unlikely that this is Lily Renée as she began her career when first hired by Fiction House in 1943, per Renée in Alter Ego v3#85.
Who's Who lists "Reney" as a pen name for Renée and mentions this feature. Renée made no mention of working for Timely in her interview, nor of signing any name other than "L. Renée".

Some believe this looks to be a very early George Tuska freelance piece.

Tuska took a look at this feature at the wonderful White Plains, NY convention in 2000 and vaguely recalled drawing it. . He suggested that it 'may' have been inventory from a shop, though.
