As Blue Ribbon Comics #3 is regarded in terms of issue numbering as "Heckle and Jeckle #2" by its publisher, these stories would have been printed in two consecutive issues.

At a glance, this edited version looks like a one-page gag story - until you read it and discover no punchline or kicker at its end. There is no indication to the reader that this anything but a gag that falls flat. Its later reprint, in Paul Terry's Comics (St. John, 1951 Series) #96 (December 1952), is printed in its entirety.
