The woman on the cover was previously identified as Gwendolyn Sterling. It is unlikely it was intended to be her since the cover appears to be based on two panels in the book (page 8 with a red-haired hostage (light red not auburn brown like Gwen's) in a purple dress and page 12 with The Spectre appearing out of a flame).
