Originally credited "Rudy Palais ?", but Palais has a very marked line from the eye down the cheek in sideview and also a peculiar blot as nostril not connected to the wing of the nose. Not him here.
The art is identical to William's other credited stories in this feature, #40 and #41, and his signed "Eagle Evans" story in Police Comics #1. Most faces in nearly frontview with only one ear showing, and very large rounded jaw and chin are special.
