The JSA is divided against itself with one group -- consisting of Hawkman, Green Lantern, Flash, Star Spangled Kid, Wildcat, Dr. Fate -- facing off against a group with Commissioner Bruce Wayne behind them -- Robin, Wonder Woman, Starman, Dr. Mid-Nite, Hourman -- seeking to arrest the others on trumped up charges. Though Power Girl is hurt, Superman and Dr. Fate save the day when Superman stops the fight and Fate reveals that Commissioner Wayne is being controlled by the Psycho Pirate.

Story continued in part from All-Star Comics (DC, 1976 series) #68 and the annual JLA-JSA team-up in Justice League of America (DC, 1960 series) #147-148.

This is the first appearance of Helena Wayne as the Huntress. Some sources claim this issue was released simultaneously with DC Super Stars (DC, 1976 series) #17, which featured the character's origin story. Those sources identify the release date as August 24, 1977. However, copyright records state All-Star Comics #69 was published on August 23, while DC Super Stars #17 was published on August 25.

In this story the Huntress is watching behind the scenes, hoping not to get involved unless things go too far, given her father's recent erratic behavior towards the JSA.
