This is similar art to the many Manhunter stories in Police Comics credited to Peter Riss on pencils. Probably a mix up by Who's Who, who has him only on ink on this feature. Notice the flying man punched by Rankin on page 5, which can be found in at least 12 of his stories in Manhunter.
