In an article by Bill Woolfolk that appeared in in Alter Ego #6, it reprints the color proof to this cover [in black and white], stating first it was drawn by John Giunta [who drew the feature at the same time Mort Leav did], and then a take-off on this cover by done in 1996, stating that both were done by Mort Leav.

In 1528, Spanish exporer Fernand De Leon had discovered the fabled City of Gold, built by the Atzecs who had fled from Cortez twenty years before. Now, in 1946, young Grant Richmond suspects that noted jewel thief Spade Delvane is escaping town by air with $50,000 in gold, and when the Mad Hatter follows him, they both wind up in the City of Gold.

Master criminal is the man known as Frank Faro!
The Hatter finally tracks down wanted crininal Frank Faro, who was soon executed in the electric chair. Soon after, a doctor claims the body, takes it to his lab, and removes the brain, placing it in the skull of a gorilla. When the gorilla comes to, he kills the doctor and disguises himself as a human, calling himself the Gargoyle, and vows revenge on the judge, jury and Mad Hatter.
