As Bruce is being pursued by the police, he is picked up by Dr. Doom's limo and taken to the Latverian embassy. When Ross and his contingent of soldiers show up to ask Doom to relinquish his guest, he releases a Hulk robot instead. The army quickly destroys the robot, thinking they have done away with the real thing; Bruce bristles at the thought of having Doom as his savior so the villain gasses him and takes him back to Latveria. Doom uses his "subliminal inducer" on Banner, hoping to make both he and his monstrous alter-ego his willing servants.

General Ross, Betty, Glenn and Samson think the Hulk is dead which is exactly how Dr. Doom wants it. Having made Bruce his willing servant using the awesome power of suggestion, Doom has him construct a gamma bomb with which he plans on subjugating a neighboring nation. Love, alas, brings Doom's well laid plans low as Valeria interferes in Bruce's subliminal programming to save the lives of thousands. The Hulk, not too happy about being controlled, comes close to crushing Doom like a tin can before he leaps off into the sunset.

The Hulk drags a Russian war ship to the ocean floor. As he is trying to make his way home from Latveria, he ends up in the Sahara desert and stumbles upon a movie set. The director gets the idea to put the Hulk in his film but is thwarted when the Hulk transforms into puny Banner. Bruce gets abducted by aliens who have arrived to witness a gladiatorial contest. When Bruce accidentally nullifies one of the stone combatants, the Hulk is left to fight the Colossus on his own. Meanwhile, back at Gamma Base, Ross unveils his plans for a military instillation designed to take down the Hulk.

Faring no better than their American counterparts, the Israelis watch helplessly as the Hulk hitches a ride on a plane headed for the U.S. Meanwhile, as Ross oversees construction of the new Project: Greenskin, Jim Wilson comes to him with information about the Leader's sinister plans to replace key people, including the president, with androids.

The Hulk escapes Project Greenskin and begins to hunt for Jarella. Bruce heads to Washington D.C. to try and enlist Hank Pym's help in shrinking him small enough to reach Jarella's subatomic world. Enraged when he can't track down Ant-Man, Bruce turns into the Hulk and has to fend off a toxic glob that used to be a U.S. senator who was using Hulk's gamma irradiated blood to try and cure his cancer (which obviously turned out to be a bad idea).

After his recent rampage in Washington D.C., the president sends Nick Fury and Cap to help Ross capture the Hulk. They are successful and prepare to transport Bruce to New York to stand trial. During the plane ride, Bruce's lawyer, Matt Murdock, finds him so heavily sedated that he is only able to wallow in guilt and prepare for death. Matt invokes Bruce's civil rights and demands that Ross give him a stimulant so he can talk to his client coherently. Ross reluctantly complies and Bruce quickly turns into the Hulk, who bursts from the plane to find the FF waiting for him on the tarmac of JFK.

On a runway at JFK airport, Mr. Fantastic brings the Hulk down with his newly devised Nega-Gamma Gun. The Hulk is placed in heavy restraints and is put on trial for his crimes. After testimony in the case, both pro and con, Matt pulls a stunt out of his lawyer's bag of tricks and quickly proves that the Hulk is too mentally incompetent to stand trial. As the judge tries to figure out how to proceed, Reed shows up with his special gun and claims it will change the Hulk into Bruce Banner for good. Instead, it provides the Hulk with the strength to break free and escape.

This issue was originally produced as inventory when Marvel went to a 25 cent size. It was then published in 2 parts with additional pages. Trimpe drew Avengers and Iron Man figures on pages 15-16 and pages 18-21.

Reed's seeming act of mercy toward the Hulk at the end of the story turns out to be a sham as the last four panels depict the Hulk weakening and crashing into a building which covers him in rubble. This seems to indicate that Reed knew the Hulk would get a sudden burst of strength followed by debilitating weakness. The captions go even further and insinuate that Reed may have actually been trying to kill the Hulk. Regardless, the Hulk is up again next issue with nothing more than a scant reference to this incident.

The Hulk breaks into Ant-Man's lab and starts drinking stuff to try and shrink himself to subatomic size. The Chameleon, who is stealing some papers from the lab, takes advantage of the rapidly shrinking Hulk and brings the pint-sized hero back to his current employers, Hydra. The Hulk escapes into the airducts but Hydra sends in a group of plague-carrying rats to finish him off. Ant-Man arrives to help the Hulk out but is unable to prevent the jade giant from shrinking out of sight. Meanwhile, Betty leaves Project Greenskin to get her life together.

Thanks to Hank Pym's experimental shrinking serum, the Hulk travels through the microverse until he finds himself on a world very similar to his own Earth but one in which the Nazis are still fighting the Allies in World War II. He discovers that the scenario is really a construct created by the Shaper of Worlds to fulfill the dreams of an ex-Nazi who arrived during an experiment with Dr. Doom. In order to stop the Hulk, the Shaper turns Kronsteig into the powerful Captain Axis but the Hulk still beats him. The Shaper decides to fulfill the Hulk's own dream and sends him to Jarella's world.

The Hulk arrives on Jarella's world with the mental acuity of Bruce Banner. He finds the city of K'ai in ruins and discovers that Jarella has been captured by the treacherous Lord Visis. The Hulk rescues Jarella and leads her people in revolt. That is, until Visis teams up with master assassin Krylar who has a weapon that makes one battle one's darkest fears. The weapon is turned on the Hulk and Banner in Hulk's body finds himself facing his old brutish self. Jarella's magicians counter by ending the spell that makes the Hulk smart. Pym's serum wears off and the Hulk grows back to normal size.

Bruce returns home from Counter-Earth only to have his shuttle blasted to atoms by General Ross. Ross sends the Hulkbusters out to capture the Hulk but they come home with the Abomination instead. In order to ensure that Betty continues to think the Hulk is dead, Ross makes a deal with the Abomination, ensuring him a cure for his gamma irradiated condition and his freedom if he captures the jade giant. The Abomination battles the Hulk but, realizing that Ross has deceived him, tells the Hulk that Betty has married Glenn and they are honeymooning in Niagara Falls.

The Hulk rescues a man from the Wendigo whom he thinks to be her brother but Marie tells him that it is her brother's friend, Georges. When Georges regains consciousness, he tells a chilling tale of an act of cannibalism that turned Paul Cartier into the Wendigo.

Ross is chasing the Hulk through the ice-bound wastes of Canada when they are both captured by the Gremlin. The Gremlin experiments on the Hulk, trying to gauge his power levels so he can implement them into his Super-Trooper suits. Trying to control the Hulk through gas, he accidentally causes him to revert to Bruce Banner. Ross and Banner hatch a plan for Bruce to turn back into the Hulk and escape. Unfortunately, once the Hulk persona returns, he only remembers that he hates Ross and leaves him in the hands of the Russians. Betty learns that the Hulk is alive and her dad has been captured.

Trying to make his way home, the Hulk leaps from iceberg to iceberg as he attempts to cross the ocean but eventually ends up in the water. He is immediately attacked by a U.S. submarine which he tears to pieces. As both the Hulk and the sub sink, they are saved by Captain Omen and brought aboard his ship. Once Hulk realizes that Omen wants to use him as a servant in his bid to claim the ocean floor as his own, the Hulk tries to escape. Using the pressure of the deep ocean as a trap, Omen dooms the Hulk to walk the ocean floor under his command forever. Fury makes planes to rescue Ross.

The Hulk has been trapped on the ocean floor by Omen but is helped by Omen's traitorous son who wants him to lead his people back to the surface world. When Omen catches wind of the betrayal, he unleashes Aquon to battle the Hulk and quell the rebellion. The fight damages Omen's submarine badly enough that he has no choice but to rise to the surface and capitulate to Filius' demands. As the Infra-Worlders joyously experience the surface for the first time, they begin to explode in the new lighter pressure. Talbot and company finish their training and head off to rescue Ross from the Russians.

The Harpy is flying off with the Hulk when they are both sucked up into a powerful tornado. They find themselves on a floating city and are confronted by its only inhabitant, the Bi-Beast. In the thin atmosphere, the Hulk transforms into Bruce and the Bi-Beast commands him to repair the city's broken down machinery. Instead, he uses the devices he finds to try and turn the Harpy back into Betty. M.O.D.O.K. arrives, takes down the Bi-Beast and decides to claim the city as his own. The Bi-Beast resists and sets the self-destruct. The Harpy turns back into Betty just as the city explodes.
