Nathan Heywood wakes up to find that Reichsmark's molten metal has become a part of him, even regenerating his leg. To contain his new strength, the JSA designs a suit for him that looks like his grandfather's Steel outfit. Meanwhile, Superman visits his old friend Starman to try to find out the purpose for the Legion of Super-Heroes’ recent visit, and why Thom stayed behind. Back in NYC, Power Girl takes Nathan on a mission to free college students being help hostage. After the mission, Power Girl christens him Citizen Steel and Nathan reunites with the young survivors of his family picnic.

Jesse Chambers narrates how her father's encouragement lead her to begin her superhero career as Jesse Quick, but that once Zoom killed her father, she abandoned her connection to the Speed Force and became the new Liberty Belle. But now, when Damage has broken his agreement with the state of Georgia and entered Atlanta in pursuit of the man who mangled his face, that same Zoom, Liberty Belle has to tap into the Speed Force again to save Damage and put away Zoom.

To raise money to replace a fire engine damaged by them in a fight, the two Wildcats mount a charity bout. During the match, a fire alarm goes off, and the JSA rushes out to a paint factory to help fight the fire. There, they find Goth (who once fought the Titans) murdered by some force he tried to possess. Starman creates a black hole to subdue the force, and in the process seemingly draws a different Superman into the JSA's universe.

The JSA tries to figure out what to make of the new Superman in their midst. Starman remembers fighting a grand battle of superheroes with this Superman on what he calls Earth-22. Soon, it becomes clear to this Superman that this Earth is not going down the same path his did. Meanwhile, Mr. Terrific and Dr. Mid-Nite investigate Goth's murder as the villain Chroma is hunted down and killed. Later, in Central City, Jay Garrick enlists Wally West's help in using the Cosmic Treadmill for cross-dimensional travel, while back in New York, the JLA arrive to meet the Superman of Earth-22.
