Originally credited "Arthur Peddy ?", but he has more crowded panels and awkward moving hands, pointed ears and more expressions on faces. Compare his Rookie Rankin in issue #35-36. This is similar art to the many Manhunter stories in Police Comics credited to Peter Riss on pencils. Probably a mix up by Who's Who, who has him only on ink.

This is most probably John Rosenberger on pencils, when looking at Black X in the splash panel, and also the many close up side views and figures in bird view, hands and foreshortening movements of figures. He also has pencilled the story in #81, but different inkers. Very much like Rosenberger's work on The Fly #13 and others in that series. His protuding lower lips seems to be changed by the inker, except in Black X in first panel.

Similar art to the credited pencil work on Manhunter stories in Police Comics #37-#59 by Peter Riss, and the face at bottom of page 6 is very much his, V-shaped and eyes far apart, and otherwise little expression.
