The cover is an homage to Adventure Comics (DC, 1938 series) #247. On the original cover and in the original story (reprinted inside this issue) Lightning Lad is called Lightning Boy. Also on this new cover the Legionnaires are in variations of their more familiar classic costumes, not the costumes they wear in the story reprinted in this issue.
