While some members of the Justice League and the Justice Society interact in war games and strategy practice, Batman and Black Lightning delve more into the mystery of Karate Kid, only to learn that Starman -- a new recruit of the JSA -- is also a member of the Legion of Super-Heroes and that there are five more members lost in the present. So Black Canary and Power Girl break up the combined membership of the JLA and JSA into smaller teams to find the missing Legionnaires.

One team of JSAers & JLAers tracks a Legion flight ring to Arkham Asylum where they find Dream Girl under the control of Dr. Destiny. A second team investigates why there are two Legion flight ring signals coming from Superman's fortress, and once there discover Wildfire.

Two more JLA/JSA mini teams go looking for time-lost Legionnaires: Wildcat, Vixen, Flash, and Green Lantern journey to Gorilla City, where Timber Wolf is, and Hawkman, Hawkgirl, Power Girl, and Red Arrow travel to Thanagar to locate Dawnstar. Back home, Black Canary and Mr. Terrific observe that each Legionnaire carries a 31st century lightning rod. But their surveillance of the Legionnaires breaks off when six of the seven Legionnaires gather to discuss their reason for being in the 21st century.

While Superman tells the JSA and JLA about the Legion of Super-Heroes, the Legion heads for Suicide Swamp to retrieve the last Legionnaire lost in the 21st century from one of the Secret Society's old headquarters. But a team of JSAers and JLAers has beaten the Legion there. The team finds Triplicate Girl, and just as everyone else arrives, the headquarters comes to life as Computo and kills one of Triplicate Girl's bodies. Superman realizes he has seen this before and that they are all fighting an illusion. But the Legionnaires have used this distraction to head off to complete their mission.

As the seven members of the Legion of Super-Heroes split up and raise their lightning rods in significant locations, the JLA and JSA are helpless to prevent one of them from sacrificing himself to help another hero return to life. As lightning strikes Karate Kid, Wally West and his family are returned to Earth. Their task complete, most of the Legionnaires return home with an additional traveler.
