In the late 22nd century, the Skrulls attempt to murder the humans who have uncovered their secret. In 1958, Agent Scott (Velmax in disguise) has asked some heroes to help him investigate security breaches at a research center. There they encounter the Monster Hunters, who are investigating strange psychic emannations traced to the area. Once inside, Agent Scott discovers that the facility contains his old spacecraft, taken by the government in 1947. After the conclusion of that adventure, the Yankee Clipper suggests they form a super-team called the First Line.

The story sequence featuring the Monster Hunters and formation of the First Line takes place in 1958.

In previous and subsequent appearances, the Skrull Velmax appears as a black-haired human named Jacob Scott. In this issue only, he appears as a blonde-haired human named Agent Scott. That blonde-haired identity continues as Effigy. This story reveals that Agent Scott uses the cover of being blasted by an alien ray to explain how he gained the power to change his form.

Yankee Clipper's previous chronological appearance was in the flashback to 1955 in issue #1, his next chronological appearance is in issue #3.

This issue features the origin of the First Line.
