Strange gas from a rock shrinks Fred in size. He meets a civilization of tiny people who want the rest of humanity shrunk but Fred tricks them into fitting their gas into a waste pipe, then escapes, returning to normal size. The gas is blown into the ocean where it shrinks a whale.

Jaime drinks the water himself and wants to share it with others, but de Leon refuses and imprisons him. Jaime escapes and tells others of his discovery, but having left the underwater city Jaime's youth has deserted him - now he's an old man.
