In exchange for a letter of passage, Lucifer agrees to do a job for his former employer. Someone is granting human wishes and all of creation is threatened. Lucifer goes to Briadach, Lord of the Lilim in exile, for guidance. Briadach tells him to find a young man with Rett Syndrome, named Paul Begai, who is unable to speak. Unfortunately, by the time Lucifer locates him, it is too late; his sister Rachel has just wished him dead.

Lucifer travels to Hell to talk to Duma, a fallen angel, who does not speak. Lucifer confirms his suspicions that the Voiceless Gods from the First World have created a velleity to channel humanity's wishes. Mahu kidnaps Rachel Begai in order to force Lucifer to give him the velleity. Lucifer bests Mahu and takes Rachel back to Lux, his nightclub in Los Angeles. Mazikeen, possessed by the velleity, fails to kill Lucifer.

Lucifer uses Rachel and her Navajo ancestry to travel to Tsoodzil and meet with Blue Flint Girl in order to get a guide to take him to the First World. To Lucifer's surprise, Rachel is to be his guide. They travel to the First World and confront the Voiceless Gods. Lucifer manipulates Rachel's anger so that she wishes the Voiceless Gods dead. After the successful completion of his mission, Amenadiel gives Lucifer his letter of passage.
