He knows the secret of mind over matter!
One of the Daily Planet's staff artists, Al Fallon, comes up with a daily comic strip which features the amazing Mental-Man, the Eighth Wonder. When a gang of crooks force Fallon to admit there really is a Mental-Man, they get the hero to use his powers to their advantage. But the whole scenario is a ploy by Superman to capture the ringleader of the gang.
