Hourman returns to stop a spy ring. He ends up as a pawn to provide them supernatural heroes, used to summon Stalker. Hourman escapes to alert the JSA. Stalker nearly defeats them. Needing a respite, he creates 7 disciples to busy the heroes.

Mordru, as an agent of Chaos, begins to attack magic-based heroes tied into Fate's legacy, so as to learn the whereabouts of the new Fate about to appear, so he can absorb his magicks for himself and make himself more powerful than ever. He attempts to get the information from Sandman, but fails when Sandman commits suicide by falling off a cliff to his death. The information, however, is forwarded to his former ward, Sandy Hawkins, in a dream as he sees his mentor dying. He then takes up his mentor's role as Sand, and begins to gather a new JSA together from that information.

Sand recalls how in 1944 the JSA faced dimension-crossing super-villain Johnny Sorrow and how he, as Sandy, accidentally sent Sorrow into the Subtle Realms. There, Sorrow met the King of Tears, who sent Sorrow back to Earth to pave a way for him to cross over. Thanks to the intervention of the Spectre, however, that plan was thwarted. But in the present, Sorrow successfully brings the King of Tears to Earth, and this time the Spectre is nowhere to be seen.

Hawkman saves himself and Hawkgirl from their execution and then helps the rest of the members of the JSA escape their own fates and regroup as a team to take on Onimar Synn. But the villain absorbs all the Nth metal on Thanagar, including the Claw of Horus, and the JSA's direct attacks prove useless. It is only when Hawkman and Hawkgirl unite their spirits to take back control of the Claw of Horus and tear Onimar Synn apart from the inside that the villain is defeated.

While Sand is transporting the Icicle to prison, the Injustice Society attacks, but the villains soon face the entire JSA. Under orders from their mysterious new leader Legacy, the villains abduct the four remaining original JSA members. Later, when the remaining JSAers gather, they are surprised by a visit from the Spectre who warns them that Legacy can exploit their emotional weaknesses and that all of them need to make peace with their pasts. But when the Spectre leaves, it is revealed that he is really Legacy and that he holds not only the veteran JSAers captive, but also the real Spectre.

Once the members of the JSA regroup after their personal journeys, the Spectre returns to check on their progress. But Nabu convinces Hector that this Spectre is an imposter and Legacy reveals himself. Legacy reunites the newer members with the veteran JSAers and feeds off the psychic energy caused by all of their emotional turmoil, but Hawkgirl puts the Helm of Nabu on the real Spectre, who turns the JSA's psychic energy against Legacy, revealing that Legacy is actually the Wizard. The JSA attempts to subdue the Wizard until the Spectre sends him to Purgatory to face his own regrets and sins.
