Assuming this to be an original cover by Western Publishing and, given the time period in which it was produced, the artist might possibly have been Carl Buettner. Skidoo does not look like Otto Messmer's version.

Story starts on inside front cover.

A reworking by Messmer of several of the elements of his earlier "Ohm Sweet Ohm", an original Felix newspaper strip continuity of 1928. The original Messmer strip continuity is reproduced in the book "Nine Lives to Live a Classic Felix Celebration by Otto Messmer" (1996, Fantagraphics Books), edited by Felix historian David Gerstein.

Back cover displays two strips of Felix art across its width. The strips, which tell the "pointer gag" in two pantomime illustrations, are each 2 inches high, and are placed at the very top and the very bottom of the back cover.

The story and art for the gag are presumably repurposed from a Felix the Cat Dell comic book, or from Otto Messmer's newspaper comic strip. The remaining back cover space in the center is left blank to contain the name and logo of the business using the comic as a promotional item.
