America Smasher escapes from the FBI agent guarding him and steps up his attack on America's morale by projecting propaganda films on a giant screen in the sky, and when the screen is destroyed, shines them on buildings. Al and Jimmy stumble onto a group of spies who are going to be smuggled aboard the freighter "Sea Gull", which will then join a convoy. The spies are then to signal a German submarine so that the sub can sink all the ships in the convoy. Spy Smasher becomes involved when Jimmy is captured by the spies and taken aboard the freighter.
