Art is pretty obviously NOT Dale Messick: none of the covers of the Four-Star or Superior "Brenda Starr" comics were by Messick, but the earlier issues reprinted newspaper strips inside, and the difference in art styles is obvious (plus Messick's work is signed). This is most likely Iger Shop work.
