Baroness (Colonel) Gretchen Wagemuten, leader of the Schatten Kriegers; 2 unnamed German soldiers in bandages; 2 rival Mafia gangs; the Green Hornet [Britt Reid]; Kato; "Lefty" Morbelli; the Hornet's usual informers (including a derelict; a doorman at the Wilson Hotel; a barfly; a newspaper vendor; and a gemologist); Commissioner Higgins; Major Leland Case of Army Intelligence; Mike, a police reporter; Ruth, Britt's secretary; Walt Gibson, a freelance writer; The Master, Gibson's employer; Tony Caltone, a gangster (dies in this story and is replaced by one of the bandaged Germans); Big Eddie Conklin; Speed Malloy; Panama Williams (all gangsters coming to Tony's for a meeting)
A German plot to replace a known American gangster with a German soldier in order to distract local police and the secret service is thwarted by the Green Hornet and Kato. The Baroness, creator of a two-part plan called "Operation Double Strike", escapes as the Green Hornet drops through a hidden trapdoor where a floor covered with spikes awaits him. Kato saves him at the last second as the false Tony Caltone's thugs enter the room to shoot them.

Gangsters look like Edward G. Robinson, Humphrey Bogart, James Cagney and Charles Bronson. Police Commissioner Higgins is possibly meant to resemble New York Mayor Fiorello La Guardia. The Master is really the Shadow [Lamont Cranston].
