Suddenly, there is an enemy attack at the air base and Hall switches to Hawkman to help battle the enemy. After whipping them, the Feathered Fury learns that there may be an attack on the convoy Shiera left with, so he is sent out to make sure it arrives safely in the Philippines.

Having proved to be able to fire artillery accurately, Wes Dodds is immediately dispatched to where the action is. Turned down for guard duty, he decides instead, as the Sandman, to keep watch for enemy movements. Finding a captured two-man sub in the harbor loaded with fuel and torpedoes, he discovers a fleet of Japanese carriers. He telegraphs the Japanese that a U.S. fleet is approaching and all of them scatter. He then boards one and destroys all the airplanes aboard.

Just as Charles McNider tries to decide which unit of the armed forces he is going to join up with, and if they will accept a blind man, he gets a call that a Pacific research hospital has been bombed and Dr. Benson, one of McNider's friends, has been fatally wounded and asks McNider to come and take over his work. While on duty one evening, Hooty warns the doctor of approaching enemy planes, and he changes to the Man of Midnight and helps deal with averting the attack.

A group of Army brass is arguing about the feats of the JSA members when the Navy shows up with Johnny, commending him as well. So they decide to bring together all eight members (plus Wonder Woman), and decide who did the best job. In the final analysis, they decide the JSA is doing TOO well in their jobs, showing up all of the other regular Army soldiers, Marines and sailors. So, it is decided that the JSA will become the Justice Battalion of America for the duration of the war.

The leader of the secret Black Dragon Society has targeted America's secret weapons as their next area of operation. Meanwhile, at the regular JSA meeting, Chairman Hawkman announces that Wonder Woman has volunteered to be the group's Secretary for the rest of the war. The War Department has asked the Justice Battalion to investigate the threat of the Black Dragon Society and their messenger notifies them that eight inventors have been overcome and their inventions stolen. The Battalion members are each given sealed envelopes containing information on tracking down these items.

The Sandman jumps in his Sandcar and heads for a desolate spot in northern New England in order to track down and secure the lost "Greek Fire" which can burn on water. He finds and rescues the kidnapped inventor, but is overcome by treachery, and thrown into a flaming lake. Using a supply of sand, he is able to put out a small portion of the fire, release himself from his bonds and rout the surprised Japanese before being whisked away by Johnny's Thunderbolt.

A Japanese-American agrees to lead the Atom to the hideout of the sect, where he changes to Al Pratt, disguises himself as one of the workmen tunneling under the city, changes back to his fighting togs, then finishes off the enemy before the Thunderbolt comes for him.

He lands at a lab and constructs a device that will keep him warm in those altitudes, then heads back out to finish the job. Just as he succeeds, up pops the Thunderbolt to take him to Johnny.

Doctor Fate discovers the invention he is to recover out in the desert: a gigantic tank with a long-barreled flame thrower attached, and he dispatches it very quickly. Unknown to Fate, the Japanese have taken American Indian women and children hostage, forcing the men to try to re-take the tank from the Man of Magic. They overcome him with gas and capture the tank. After Fate recovers, he tracks down the Japanese and takes them on, with some help from the Indians. As he is being thanked, Fate is carried away by the Thunderbolt.

Dr. Mid-Nite's assignment is to find a Dr. Stander, inventor of an Y-Ray that can heal wounds and save lives. Not knowing where to look, Mid-Nite goes to the professor's lab, forges a note in Stander's hand and places it in a safe in the lab, which is found by the Police. A notice is put in the newspapers that Charles McNider has a copy of the formula for the Y-Ray, so the Black Dragon hunts him down and imprisons him with the good professor. McNider changes to Dr. Mid-Nite and defeats the Dragon as Stander destroys his invention, and soon after the Thunderbolt arrives on his urgent task.

The Japanese have kidnapped Charles Reagan, inventor of the amazing rocket-bomb, and are holding him in a submarine submerged in the murky depths trying to pry information out of him. He relents and tells his captors how to build the device, which they do, and they send it on its way to Chicago. The Spectre spots it, diverts it to Japan, then rescues the inventor, and captures the sub before the Thunderbolt shows up.

They try every which way to dispose of Johnny, including several clones of him the T-Bolt whips up, until Johnny finally tells the Thunderbolt to get help from the other members before they succeed.

Sandman finds himself heading toward Uranus, a planet so cold that the population's brains are housed in bodies of crystal! In gratitude, Sandman agrees to help the King of the planet battle his nemesis, Kafta, the evil one, and defeats him. The King presents Sandman with a crystal that cures brain cancer and books that explain its use, which come in handy for reading on the long trip back to Earth.

Dr. Mid-Nite lands on Neptune, and spots some sort of a man-built communications system. He is met by several creatures and taken to meet Hydara, ruler of the subterranean people and made a slave. Just then, a person runs in and states that he has caught the dreaded plague that has been killing off his people. Dr. Mid-Nite deduces that they merely have the measles, which he can easily cure. He asks for herbs and makes a solution that the people can absorb through their feet-roots. As a reward, he is given a complete set of books describing their secrets of plant growth and surgical work.

Starman is rescued by metal men of Jupiter, show him what had happened to the JSA back on Earth, then tell him that they are doomed because some mysterious force is eating the planet. Starman builds a giant gravity rod and uses it to fling the dangerous foreign matter into space. Thankful to him, Starman is given books that tell how to treat metal so it can be woven into cloth, or made transparent as glass or entirely invisible! Starman then uses the force of the giant gravity rod to propel his ship back to Earth.

Atom finds himself crash-landing on the planet Mars, and, strangely enough, he finds it to be like a garden paradise! He also discovers, because of the low gravity, he can jump and fly like Superman. He comes upon two groups battling and decides to fight for the weaker guys. As a reward, the inhabitants show him the canals of Mars, which actually have water in them, and is given an Educatograph, which conducts thought knowledge into the brain. The Atom then wages war on Butor, a renegade that threatens to poison the water supply of the planet before heading back to Earth.

Spectre heads towards Pluto and exits his ship before it crashes. Unaffected by the cold, he begins to fully explore the planet when he finds a man-made cover for a shaft going into the ground. shrinking, he enters the shaft, reaching a city below, and encountering a resident who believes him to be evil. He explains to the Spectre that they are menaced by the "furred ones" who inhabit in the city's square buildings. Spectre finally makes peace between the two groups. Rewarded by Pluto's scientists with the secret of making heat used for travel in cold areas, Spectre heads back to Earth.

Johnny is headed directly at the planet Mercury and only the Thunderbolt keeps Johnny from roasting alive inside. Once on the planet, Johnny encounters a giant bug-like spider, is knocked silly and taken prisoner and put into a cage. Thunderbolt saves him again, this time from a giant ant-eater, and saves the giant bug-like spiders from it as well. Johnny is rewarded with an Occelerator, a device that can be used to get information out of people.

The goddess Aphrodite directs the rocket bearing the unconscious Wonder Woman to the planet Venus, and the Amazon is brought before Queen Desira, who immediately recognizes her as the Oracle of Aphrodite. Wonder Woman is asked to help battle giant men-warriors, who are killing and capturing the men of the planet. In a series of desperate adventures, Wonder Woman defeats the warriors and is given the gift of magnetic hearing by the Queen.

Chairman Hawkman announces to the members that two things must be accomplished quickly: 1) the freedom-loving peoples of Europe must be fed, and 2) this must be done without the knowledge of the Nazis. To accomplish this feat, Hawkman has created tiny food capsules that, once treated with a special solution, become complete dinners. Each member is to carry these capsules to a different European nation.

Starman is headed for Poland, conquered already by the Nazis, but a nation not willing to entirely give up. He spots an ancient order of Poles called the Bowman of Mons, who at once think he is an enemy, but a good meal changes their minds. Starman volunteers to help the group free their imprisoned peoples, capture guns and weapons, and aid in the world-wide fight for freedom. Starman disguises himself as an informer and gives the Nazis a "secret code" to decipher consisting of pro baseball players batting averages. After mopping up the Nazis, Starman promises more food dropped by parachute.

The Atom arrives in Holland in disguise and helps wreck a small convoy of German vehicles, although he quickly captured and thrown into jail. Changing to his fighting togs, he bends the bars and escapes, soon meeting up with a young Dutch boy, whom he feeds along with many others. After dinner, the young boy shows the Atom Nazi artillery shells they have built, hollowed out, in which are encased maps of the locations of German secret hangers. They fire some shells where the R.A.F. can get hold of them and they arrive to bomb the hangers.

After feeding the pair, the man shows Dr. Mid-Nite a special gun he has invented to fight submarines. Dr. Mid-Nite then aids he and his men in blowing up some German ammunition.
