The Changers, lead by John Cumberland, attempt to eliminate the concept of scarcity by destroying symbols of authority and giving people a mechanism that will give them anything they want. Stormwatch, except for Jenny Sparks, attempt to capture the group, but Henry Bendix orders their deaths with a biological weapon. Sparks attempts to kill Bendix, and Cumberland dies attempting to pierce Skywatch's force field.
