Captain America is brought before the Commission who informs him that he is contractually obligated to return to work directly for the U.S. government due to papers he signed at Project Rebirth. He is given 24 hours to comply or he will be required to give up being Captain America. Super Patriot stops a loony who has perched on top of the Washington Monument with a nuclear bomb. After a night of soul searching and seeking advice from friends, Steve turns in his costume and his shield and walks away.
