Two criminals, Blake and Corbett, land on Earth while fleeing from a lizard-like race called the Kerrilians. When the U.S. government agrees to hand them over to the aliens, the Justice League intervenes on Blake and Corbett's behalf, provoking the wrath of Captain Atom and his government-sanctioned Peacekeepers. Meanwhile, in Norway, Ice's brother Ewald plots to take the throne away from their dying father.
