The famous Liberty Train mysteriously disappears and Black Canary calls a meeting of the JSA. But they have disappeared because they are the prisoners of the New Injustice Society. The Canary finds the Harlequin at JSA HQ and, before they know it, the Icicle freezes them both and takes them to the gang's HQ. Harlequin uses her special glasses to hypnotize the JSA back to their old selves, and when they return to their senses, they discover that the Injustice Society plans to steal four of America's greatest treasures. The JSA vows to stop them from doing so.

Hawkman attempts to stop the Wizard from taking Old Ironsides, but is stopped by a snapping noise, putting him under the villain's control. At Liberty Hall, the Fiddler steals the Freedom Bell, and stops Dr. Mid-Nite and Wonder Woman in the process. The Huntress manages to use circus elephants to load Plymouth Rock into a truck, but the Flash and Atom stop her getaway. However, she manages to put the pair back into their mind-eraser state. Justice Society of America [Black Canary; The Flash [Jay Garrick]; Green Lantern [Alan Scott]; Hawkman [Carter Hall]; Dr. Mid-Nite; The Atom [Al Pratt]; Wonder Woman]; Slugger Trenton (baseball player); unnamed stadium announcer; Bob (baseball game attendee); The Harlequin [Molly Mayne] (villain, reforms); The Injustice Society of the World [The Wizard [William I. Zard]; The Huntress [Paula Brooks]; The Sportsmaster [Lawrence "Crusher" Crock]; The Icicle [Dr. Joar Mahkent]; The Fiddler [Issac Bowin]] (villains)
Harlequin and Black Canary discover the Freedom Train stashed in a tunnel, but are over-powered by the Wizard. They are taken to the crook's HQ, where Harlequin is unable to restore the JSA with her glasses, and all are lowered into a mine to die. The Injustice Society takes the ram-jet to Gotham Stadium and removes the stadium to an area where the treasures are stored so the crowd can vote on the best crime, the winner to be the group's leader. The JSA shakes off the mind-eraser and confronts the villains for final battle. Later, at JSA HQ, Black Canary is made a member of the JSA.
