Young Clark Kent befriends a Kryptonese-speaking amnesiac whose spaceship crash-lands on Earth. Calling the survivor Mon-El, Clark decides to test whether he is Kryptonian. He takes out a lead box containing Kryptonite, but Mon-El collapses and remembers he is Lar Gand, a researcher from Daxam investigating Krypton's destruction and searching for any surviving artefacts. While following Kal-El's rocket to Earth, a sunspot caused his crash. Realizing he is dying, as lead is toxic to him, Mon-El has Clark project him into the Phantom Zone, though Clark vows to cure and release him some day.

There are many homages to the first story of the Earth-1 Mon-El (from Superboy #89) in this story (particularly images on page 8). There is even a nod to post-crisis Valor (this Daxam circles the sun Valor).

Superman frees Parasite from the Phantom Zone. Mon-El informs Superman that Bizarro is missing, as are Zod and his followers. Parasite reaches in and grabs Mon-El, absorbing some of his energy before Superman stops him. Parasite plays weak until he is left alone, and escapes, using up the last of the power he took from Mon-El. At Science Police HQ, The Guardian introduces himself to his troops. Superman visits New Krypton, and with Alura watches a parade in honor of the new planet. He tells her that Zod is missing, and she tells him she released Zod and has put him in charge of their army.

On New Krypton, Superman attacks Zod, but is subdued by his soldiers. Zod tells Superman that his motives have changed, now that he has fellow Kryptonians on New Krypton. Alura invites Superman to renounce Earth and stay on New Krypton. Superman says he'll think about it. And he does, taking Lois to the Fortress, pondering what Zod is up to. While there, he hears Mon-El pleading from the Phantom Zone, as it is collapsing around him. He pleads for Superman to release him, knowing that he'll die from lead poisoning if released. Superman reluctantly releases him.

Former Guardian Scar is observing the Guardian (Jim Harper's clone), as he warns the Science Police that Toyman always has a surprise for Metropolis on his birthday, even when in prison. Sure enough, miniature P38 Lightnings start strafing the city, and a giant teddy bear is firing explosive blasts. The team deals with the threats, as Harper reminisces. Scar then peeks into Harper's future, seeing his fears realized and other emotions with the situations to come.

Superman releases Mon-El from the Phantom Zone as it is being destroyed, but Mon-El is still dying from lead poisoning. Superman spots a vial with a Legion symbol on it that says "Mon-El Drink me" in his lab. He gives it to Mon-El, who recovers. Elsewhere, the Guardian recalls meeting Tellus and decides to do something about it. Superman tells his foster mother and Lois that he has decided to leave Earth temporarily for New Krypton, to help the people there and to keep an eye on Zod. Before he goes, he arranges for Mon-El, Steel, the Guardian, and Jimmy Olsen to handle things while he's gone.

Scar of Oa looks in on Mon-El and his history and future. Mon-El visits Martha Kent, whom he met long ago before the Phantom Zone. He asks for help in blending in on Earth, as Martha helped Clark do that. They kick around a few ideas, and for a name, she suggests one. Later, as Mon-El meets his new neighbor, he introduces himself as Jonathan Kent from London. Scar then sees some future events for Mon-El.

Mon-El, John Henry Irons, Jimmy Olsen, and the Guardian all recall the trust that Superman placed in them before he left for New Krypton. Mon-El gives Jimmy a new signal watch before the Guardian help him set up his new secret identity as Jonathan Kent, a member of the Science Police. When Mon-El confronts Rampage, dropping her from a mile up in the air, the Guardian and Steel warn him that she could have died, and Guardian vows to keep an eye on Mon-El. Back at the Science Police as Kent, Mon-El meets Billi Harper, who just moved to Metropolis to get to know Jim Harper, her great uncle.

The Science Police and Mon-El take down Shrapnel. General Lane is monitoring, and finds out that Mon-El is not Kryptonian. Jimmy consults with Zatara about what he saw in the fight between Atlas and Superman, and Zatara confirms that it was magic. Jim Harper recruits a team from the Science Police for an off the record mission, to rescue Tellus. Mon-El is relieved that he's been able to work effectively as Superman's replacement, but in mid-flight, he suddenly loses his powers.

Mon-El, losing his powers, falls into the harbor, but is rescued by the Guardian, who came to tell him that Squad K is looking for him, thinking he is Kryptonian. Mon-El's powers return and he makes short work of Squad K. Doctor Light analyzes Mon-El and estimates he has 18 months or less before the elixir counteracting his lead poisoning is ineffective. After Mon-El asks the Guardian to teach him how to take care of himself when powerless, Mon meets Mitch, who convinces him to experience more of life. Meanwhile, the Guardian's team releases Tellus before encountering Codename: Assassin.

Morgan Edge questions whether Mon-El is friend or foe, but Mon is too busy to care, fighting villains all over the world, while playing tourist, and having his first kiss. Elsewhere, Tellus says goodbye to the Guardian, giving him a present that he says will be needed in battle. Atlas gets admitted to Ironworks undercover as John Henry Iron's friend and later reveals himself to John, and lets him know he's about to die. General Lane contracts with the Prankster to distract Black Lightning and in the future dispose of a hero's body, making it look like a super-villain did it.

John Henry Irons suits up as Steel and fights Atlas, but eventually loses. The Guardian gives various jobs to the Science Police. Zachary Zatara is talking with a stagehand when the Parasite tries to ambush him, but the stagehand turns the tables and reveals himself as Mark Merlin. Dr. Light's kids have a playdate with the Guardian's daughter Gwendoline, while their parents talk. Sodam Yat is stopped from seeing Mon-El by Tellus, who tells him that evil would win out if they meet now. Yat believes him, but wants some Daxam knowledge crystals passed on to Mon-El, which Tellus agrees to do.
