The world was at peace.
After the war, as most costumed heroes settle into private lives, Tex Thompson returns from Europe to begin a political career and makes plans to create a super-hero to defend against the Soviet threat. After Al Pratt is deemed unsuitable, Thompson seeks out the former Dan the Dyna-Mite for the job. Meanwhile, Paul Kirk returns from Europe haunted by his dreams, and is now the man being hunted.

Those who know the truth about Tex Thompson and Dynaman plot to expose them at a Presidentially-requested gathering of heroes in Washington.
