Passing by a traveling circus, Torch spots a young kid on the ground with his body aflame. Landing, and a bit puzzled, he helps the young boy named Toro to be able to flame on at will and fly. Toro relates how he was involved in a train accident and lost both his parents after trying to save them in the fire. He fell unconscious, holding a piece of molten metal in his hand. He was adopted by two circus performers and has been with the circus since. Meanwhile, Samson, who lost a fight earlier to the Torch, is planning his revenge against the circus and especially the Torch.

The Navy has lost four battleships to fifth columnists, so the Sub-Mariner decides to head that way and look over the situation. He discovers a submerged Nazi U-Boat and some suspicious men diving down to it. Fearing sabotage, Namor decides to be on hand for the christening of a new ship the next day. As the ship slides into the water and starts to sink, aerial subs show up, anchor discs to the ship, raise it out of the water and put in back in dry dock. In a letter to officials, Namor tells them the ship was sabotaged, that he knows where the saboteurs are and will take care of them himself.

After finding out the old chemist has invented a potion that can shrink someone, he runs an errand for him, and comes back to find him asleep. Jimmy decides to take the potion and shrinks down to the size of a nickel laying on the floor. When the chemist awakes, he spots the coin and picks it up, not noticing Jimmy on the coin, and puts it in his pocket. The old man happens to pick up a magnifying glass and sees the tiny boy, gives him the antidote and restores him to regular size.

Mantor sees a young lady drowning and acts quickly to save her. She tells him that her father recently died and left her a castle and a queer map that supposedly leads to a treasure. Together they go to the castle and he examines the map, which speaks of a secret button and hidden passage leading to the treasure. Mantor tells the girl to lock herself in her room while he investigates. An attempt is first made on Mantor by a deformed creature, before he finds the passage and is able to save the young lady from a phony ghost, namely Saunders the Butler.

Dr. Jack Castle is called to Police HQ to look at a recent murder victim who doesn't have one drop of blood left in its body. He agrees to help the suffering people involved, but the Police will have to solve the mystery. More victims are reported and Castle cannot allow any more victims to die, so he changes to the Fiery Mask and prepares a trap at his lab. Swarms of ghoulish men come in and overpower the Mask, who is found injured the next morning by his nurse, who also discovers his secret identity. Later, he tracks down the man behind the terror, Dr. Sendach, an eminent stomach specialist.

Toro leaves with the spy ring aboard a ship (which is smuggling gold) still thinking they are helping his parents. While in a foreign country, he is further duped into helping at a munitions plant. The Torch, following after them, does what he can to help undo the damage (along the way getting rid of the gold and sending a message to Namor on one of the bars). When Toro starts to suspect something is wrong, he he put into a rocket and fired at America as the start of an invasion. The Torch follows and slows it down allowing Toro to escape. Together, they defeat the rest of the rocket attack.

If we happened to be an unobtrusive little sea-bass...
Namor finds the message the Torch wrote in the previous story and goes looking for him. He meets up with Betty who informs him the Torch is off fighting a spy ring. Trying to board a suspicious German boat, Namor is captured, tied to a bomb and dropped from an plane. The Torch rescues Namor and informs him of the invasion. Namor gathers his planes and destroys the enemy navy. He is called back by the War Dept. who want to thank him only to discover there is another attacking fleet. Once again, Namor rallies his few remaining planes and stops the second fleet.

However, they see through Toro's act and capture him. The Torch tracks them to a ship at sea only to be captured before he can rescue Toro but Toro rescues the Torch, instead. Just as he is about to capture Blackjack, the leader uses a smoke bomb to slip away.

Having slipped away from the Torch, Blackjack radios his base to have bombers attack the ship. Before the Torch can destroy all of them, one shoots Toro in the shoulder. The Torch gets Toro to a hospital and continues his search for Blackjack and his gang, capturing all but two of them. Hearing this, Toro asks Jimmy to find information on their location. Jimmy finds out that one of them will be at a game so Toro sneaks out of the hospital to be there. Finding Davis, Toro keeps him occupied until the Torch arrives. Sending Toro back to the hospital, he gets Davis to reveal where Blackjack is.

Aboard a plane with many high ranking officials going to a munitions plant where a strike was being planned, Jeff and the rest were shocked to discover their pilots were parachuting to the ground. With the plane in a crash dive, Jeff changes to the Patriot and puts the plane back on course. In the cockpit, Jeff finds evidence that the pilots were really fifth columnists trying to kill the passengers. Landing at the munitions plant, the Patriot takes care of another fifth columnist trying to agitate the crowd into attacking the plant.

The Torch, Toro and the Police are waiting for him but he is ready for everything they try and races away with the money in a hearse. He is eventually forced off a bridge and into the river where he escapes. Not giving up on getting the money, he sends a diver down to recover it. The Torch and Toro start to chase the boat but run into a trap and get caught in the blast from a floating mine.
