Orphan Tommy Troy stumbles across hoods hassling Mr. Creacher, the superintendant of the orphanage who's been stealing money from the orphanage. Creacher then offers the boy to a strange couple in order to keep him silent. While cleaning their house, Tommy goes into the attic and discovers a magical ring with a fly emblem on it. Putting it on summons Turan, an emmissary of the Fly People. He has been waiting for Tommy and grants him the powers, costume and weapons of the Fly.
