Tans-Sabal dictator Farnoq Dahn has captured Havok and plans to use his powers in his new nuclear program. The Pantheon continues to battle X-Factor. Dahn's true methods are revealed when he launches missiles with both Havok and local citizens tied to them and it is up to the Hulk to come to the rescue. Even in failure, Dahn's position in his country seems to be secure until Rick shoots him down in cold blood.
