Amidst the wreckage of a past civilization that was razed by nuclear war…
Geysers spraying radioactive gas erupt throughout Manhattan. Mindor develops a quenching spray with the help of Vaxar, a fellow scientist washed down the Hudson by a flood. Their work is hampered by the huge mutant man-animal Oggar, who turns out to be Vaxar in the grip of an uncontrollable transformation.

Samson dead! …Huh!!??
Vaxar proposes an electrical solution, coaching Samson to erect a lightning rod with leads running underground -- where they will actually stimulate the death geysers, giving Vaxar constant access to their transformative effect. His success in limited, and Mindor's laser approach seems likely to succeed. Oggar tries to interfere, but Sharmaine discerns that he and Vaxar are one and the same. He carries Sharmaine to the pinnacle of the Empire State Building. Samson pursues and they battle until Oggar falls to his death.
