Ultra City is rebuilding an advanced civilization after nuclear war, but mutations still occur. One such is young Tom Morrow, who is telepathic. When a woman worker is menaced by a runaway robot, Tom uses telepathy to gain control of the robot, then discovers that with psychokinesis he can free them from the collapsed building. The effort exhausts him, though, and he insists on keeping his powers secret. He reasons that he has many more still undiscovered.

Samson and his friends drive away the flowing blob, earning the trust of the Undermen. Together they find where the giant mole monsters are spawning. Samson finds an unexploded atomic bomb that rearms itself when he moves it. He and Mikki risk their lives together rushing the bomb to the mole monsters' lair, and so killing them all.
