When Samson and his friends explore old ships in the harbor, they are captured by tribesmen who live in the ships. The fearful tribesmen become friendly when Mindor shows them that he can get the ship's power operational again. But Terra of Jerz appears, having gotten an old Coast Guard cutter into service. She takes Sharmaine hostage and begins a circumnavigation of Manhattan, planning to shell each waterside tribe into submission.
