Richie and Cadbury observe a strange cloud that they think has been created by a weather making device invented by Professor Keenbean. It seems to have an intelligence of its own, blowing money away, hiding the money in a fog and then using lightning to keep people from it. Richie suspects Reggie of being involved, but Reggie is as perplexed by it as everyone else. The Professor then tells them that the device they thought responsible does not control weather. So who or what is making the cloud behave this way?

Richie demonstrates how television shows can be much better when viewed on a smellavision, which accompanies video images with associated smells. However, they do find one type of show that is not so pleasant to experience by smellavision.

Richie, Cadbury and the Professor contend with a rogue cloud that seems to be intelligent. They manage to lead it into a freezer in the Rich mansion, where it condenses into water and freezes. We then learn that Dr. Blemish, who created and the cloud and is controlling its actions, is watching the cloud via a remote video device. He wants to retrieve the frozen cloud so that he can use it for robberies. Meanwhile, the Professor finds fingerprints on the cloud that link it to Dr. Blemish. They find a way to control the cloud and turn it against the evil doctor and his henchmen.

The Professor considers his latest invention, an anti-gravity paint, a failure and rips up the formula. Richie, though, is interested, so he uses the last few drops on his shoes. Richie enjoys floating through the air and has a couple of amusing episodes along the way. Wanting to fly himself, Reggie demands the formula, but there is none left and Richie concludes that everyone is better off without Reggie getting his hands on it.

Several animals undergo transformations in a lab accident that give them odd appearances. Richie takes them for a walk, then remembers that he needs to write a paper for school. He focuses on his homework, taking the animals with him. Meanwhile, Reggie also needs to write a paper, and decides to scare Richie with a monster costume so that he can write about it. Dressed as a monster, Reggie attempts to scare Richie, but is instead frightened by the transformed animals. The animals are changed back to their proper appearance and both boys have ideas for their papers.
