All believe he has given up on Gotham. But then who is the mysterious, costumed vigilante who is marking gang territory with a bat-shaped symbol?

As the Gotham City Police Department gain control for Tricorners, they decide to spread their influence to Old Gotham. To that end, Commissioner Gordon decides to incite a gang war between the Demonz and the Lost Boys. He hopes to thin their ranks enough for the GCPD to take over. Also Batgirl and Joker make their selves known to the street people.
